David Marr is the Chief Executive Officer of Transact, a newly independent corporation. At Blackboard, David most recently oversaw Blackboard’s corporate operational functions and the development of markets through merger and acquisitions (M&A) and business alliance partners. Prior to that, David provided strategic leadership for Blackboard’s former Campus Enablement Product Line, a comprehensive solution delivering commerce, security management and financial services solutions to educational institutions, which is now the independent company Transact.
Initially, he served as the senior vice president of Global Consulting and Application Service Provider (ASP) Services for Blackboard. His leadership ensured that client solutions were innovative, effectively implemented and scalable to meet the dynamic needs of the students they serve.
Before joining Blackboard, David was a managing director at BearingPoint (formally KPMG Consulting) where he led a multi-year modernization and re-engineering effort at the U.S. Department of Education. There, he was one of the principal architects of Common Origination and Disbursement, the system that ensures delivery of over $140 billion dollars in Federal Student Financial Aid to over 6,000 institutions serving over 15 million students on an annual basis.
David also led BearingPoint’s Higher Education Data Warehouse and Business Intelligence practice as well as developed BearingPoint’s marquee CRM strategy offering, “Student for Life.” He is also a CPA and former KPMG Auditor. As a national speaker, David is considered an expert in topics such as “The Impact of Technology in Education,” “Ensuring Access to Education through Technology” and “Frictionless Mobile Innovation.”
David holds two degrees, a Bachelor of Science in Accounting and a Bachelor of Science in Management and Economics from University of North Carolina at Greensboro. David resides in Vienna, Virginia, with his wife and two sons.
